WebOptimistic tasks can launch but wait (with configurable retry interval and count) until a running pessimistic task completes before computing conflicts and attempting reprovisioning. Only one pessimistic task may launch at one time as guaranteed by the existing task name based workflow lock. Checkouts are pessimistic by default.
