What that means is like most things the DM decides if what the character is trying to do automatically fails, automatically succeeds, or if there should be some kind of roll. Usually, when you're climbing or swimming, you expend 2 feet for every foot moved. Thus the "default" swim/climb speed is half of your standard walking speed.
